Well, it's because it absolutely does not matter if an attack hits you. The game does not calculate hitboxes in this moment. The only thing the game checks is timings. Animations may never actually connect, but the game doesn't care at the least, there is only timing window for pressing the button that counts.
This probably makes if feel inconsistent.
I was going from enemies that attack pretty rapidly to slower ones and I couldn't get my timing right for the life of me. Took me a few hits and sometimes even deaths to get the timing right.
I feel if you make sure you hit parry just before the attack strikes, you are good.
Just that some enemies swing in large swings and other charge up and strike quickly.
