SO when do I get a costume for Lune that has...

Yes. Most of her alt outfits have shoes.

Lune eventually gets a normal looking blouse/skirt combo with pantyhose and shoes. But that is not until later in the game. Or you can always look up what outfits are in the game and where they are if you want to get a specific outfit as soon as possible. Being barefoot is her "thing" though, apparently, because of the implants etc that she has in her legs and arm. So she can do her levitate thing... or at least I suppose that is the reasoning for her being barefoot by default.

It bothers me too much when youtubers use alternative outfits for lune just to put shoes on her, I even wish they didn't exist so they could appreciate her feet for the whole adventure.

I'll take Lune barefoot if it's with a frilly dress or skirt, but not with long pants or pedal pushers/capris.
