You need to memorize his attack moves and dodge them. I managed to down it in about 4-6 runs.
What helped me get it is (and tbh even on Expeditionary difficulty timing is fairly tight) you gotta wait until it looks like you should be taking damage in the animation and then hit R1 (or whatever your equivalent is if you aren't using PS controller). Ordinarily in games the parry is *just before* you get hit, but this game seems to favor more right as you're *being hit* which is a lot different than I'm used to.
He's not that tanky. So you only need to dodge/parry a few attacks from him. And you don't even have to do it perfectly. Since you have a party member, so even if he one-shots you (which he just barely didn't when I was facing him), then you still have your other party member to finish the job.
- slow attack -> long wind-up, not to hard to parry
- quick attack -> short wind-up, not to hard to parry
- attacking -> strikes 2x, first attack has long, 2nd a short wind-up, best try to doge to minimize risk
On the normal difficulty I had him down after 3 rounds of him attacking; use your skills to mark+burn in the first round for good DoT. Ice lace hits hard and slows him, and when your overcharge is at 10/10 he will go down.
