from the engine.ini file to increase LOD posted by another user, if you add:

r.fog=0
r.VolumetricFog=0

it actually disables everything, look at that!
...??? Why aren't these options in-game?

It's actually a bit too much, reducing the blur a bit would be enough, but God forbid 202x devs to give us such an option.
Not sure if you can even reduce or just enable/disable it altogether.

If they aren't in the game it would be artistic choice right, like im not even actually sure that looks better for instance devs tend to use much lower quality textures and stuff behind it, if you could reduce it instead then definitely.

Have you tried turning these two settings off independently?

Yes but it seems the same

r.fog=0 turns off all fog(including volumetric)
r.VolumetricFog=0 only turns off volumetric fog

While it makes the game clearer/more vibrant without fog, but you lose the godrays along with the gloomy atmosphere. It's like silent hill without the fog.

There's so much blurry fog everywhere that I'd definitely prefer to tone it down... if there was a choice.
