For anyone experiencing stuttering or screen tearing
I did some testing and here are the best settings I came up with, made my situation around 95% better hope this can help someone experiencing similar issues. I am playing on a 4080Super. Here are the settings I modified.

Scaling type DLSS -- Scaling Mode Quality -- Max FPS 120 -- VSync Disable
Display Mode Borderless Windowed -- Screen Resolution 3840x2160

Motion Blur Disable -- Vignette Disable (Deactivating these 2 helped alot)

Shadows Low

All the rest remained untouched or is set to Epic

These settings removed almost all of the tearing I was getting, both in Gameplay and Cinematic.

Didn't do it for me. Lot's of horizontal tearing - no matter what I do with the settings.

If you have tearing without Vsync, turn vsync on. That's exactly what that setting is for.
I used special K fps limit and nexus engine tweak (most rated). It solved most of my shutters

vsync off in game, on in nvidia panel

Im not experiencing stuttering or screen tearing but game is piece of s... its blurry af all the time...when im crying :)

I encountered similar issues with the AMD Radeon 6900XT and made the following adjustments:

Scaling: Set to XeSS

Scaling Mode: Quality

Maximum FPS: 60-120

VSync: Enabled

Display Mode: Borderless Windowed

Screen Resolution: Adjusted to the preferred monitor resolution

All other settings were left unchanged.
Game doesn't support gsync or fastsync, and the in game fps limiter doesn't work, that's why there is tearing...try to use driver limiter
