gear and pick ups seem conveluted

if anyone knows what weapon stat proficiency ( a b c ratings) does and how to use extra lumin pickups on characters, please put me on. idk what to do really

I guess it's scaling, the better your relevant stat is, the more damage you will do with that weapon.
Note sure about the lumin yet
