This does not look good.
I'm doing my very best here to low ball it but let me tell you - I'm not very pleased with how this game looks or performs.

Got a brand spanking new RX 9070 XT and all I can get is 1080p if I wanna stay above 60FPS - no FSR of any kind which makes it even worse since TSR and XESS both look like ♥♥♥♥♥ in their own way with native Anti Aliasing settings. The only way I could get a smooth and somewhat decent looking image out of this was to downscale it from 1080p to 1440p via VSR and then upscale it via XESS Ultra.

The way this is currently optimized in terms of performance and image quality absolutely sabotages the great work your graphics designers have done in terms of the art direction. This really is an absolute shame and I hope this'll get remedied, soon.

No idea what you are doing wrong but I have 9070xt with 9800X3D and I am above 60 at 1440p Ultra (or epic whatever the highest is in the game)
Do you use native anti aliasing or upscaling? I think upscaling is on by default. I'm talking about performance at native resolution without any upscaling. With upscaling I easily get above 60 FPS as well but that's not a good baseline, imo.
then lower your graphic settings until it runs 60 fps native...?

-Why would you downscale first and then upscale??? bro what are you smoking i want that stuff too :P
-why not use optiscaler? it takes literally just 5 minutes or even less to set it up?
(optiscaler "swaps" dlss to fsr, its a really cool utility tool, basically a must have for any 9070xt user to get that sweet fsr4 unlock)

Cause depending on the game downscaling + upscaling just looks faaaar better than native 1080p with AA. With this you can almost eliminate jaggies completely while retaining most of the distant texture detail. Especially with VSR. DSR isn't quite as good in my experience, no matter how to dial in the filter.

From what I understand Optiscaler can only swap older versions of FSR to FSR4, no? I do use it with other games but these usually give me FSR 2 or 3 as a baseline.
What's your CPU. I am using 9070xt with 9800X3D and on 4k epic settings with XESS on quality, I'm getting solid 70-80fps, which is perfectly fine for this style of game at 4k

For 1080p? I hope you are being sarcastic. Card can do 1440p easily, in this game I'm pretty sure it can do 4k, since my 7900xtx is doing 4k above 60fps

I would like to unlock the 30 FPS cutscenes but otherwise for a UE5 game it’s running fantastic.

I have the same spec PC and it is definitely not doing that number. You probably have to drop a lot of the settings down to medium or go down to DLSS ultra performance to hit that number.

To your surprise.....dont use native AA in modern AA/AAA games, use upscaling "quality" setting instead. the golden days of glorious 120fps in native mode are long over (at least for 4k, that sh1ts performance heavy af)

OP cant use dlss because of amd graphics card, neither has OP stated his opinion on using optiscaler for free fsr 4 implementation
I don't understand how anyone can say this looks good on the 9070 XT. 5900x +9070 XT here. It looks really bad, runs great with high frames, but walking around the whole screen turns into a giant blur in ANY of the configs I've tried. (yes i've tried them all, including optiscaler) swapping back to my 3080 and hopefully finally be able to enjoy this masterpiece.

I'd say just lean into DLSS but you have an AMD card and of course they haven't made an effort to ensure that FSR4 is enabled in upcoming games - which is exactly why i avoid AMD for GPU. They don't make enough effort with timely driver support or game support and the end user suffers. I really think their cards are great value (and have better VRAM than Nvidia) but until they step up with support then its not worth the savings.

Put up with either TSR or XESS or refund and hope that FSR is added in the future.
However if you can't even run the game at 1080p 60fps then something else is up with your PC. You should be able to do that.

turn of motion blur with CVARs in engine ini?
a 3080 wont save you from motion blur if you dont turn it off :)

Well, that's what I'm complaining about - barely looks better than something like Assassins Creed Odyssey and many other older games but runs 3-4 times worse.
Probably an issue with your computer or your eyes.

On my 4090 on epic settings it looks stunning.
