No idea, but probably not.

There are other threads asking about this. As gleaned by reviews and/or the leaked achievement list, there doesn't appear to be any definitive romance. "Relationship Levels" exist between Gustave and the other characters, but that's more of a "getting to know them" meter for unlocking stuff for those party members.

I hope it does have it, I would love to get that option in the game, like it did with Persona 5 for me

It has. If you want at relations level 3. But it's not like ME. More sensitive. No sex cutscenes.

There is romance. But everything about it is mostly just implied, you get told by the game if you make the right choices (super easy to see which choices to make). There is nothing happening on screen though (no cutscene).

Yes but actually no, there are 'romance levels' but its not like a visual novel where romancing one or the other gives a different outcome it just gives you new skills.
