It is going to depend a lot on their optimization techniques as well when it comes to PC. I don't have a lot of testing with different hardware on UE5 games, but if you have any other games running UE5 engine on your PC they will probably run somewhat similarly.
The CPU you have is almost 10 years old so it may be time for an upgrade if you want to continue to play modern releases on PC.
Depending on what resolution and FPS you are trying to reach it might just be better to play on the PS5. Consoles are a nice safety net so you don't force PC upgrades on yourself before you want to.

I would trust the official specs on the Steam store page more. However, a lot of devs tend to underspec and give unrealistically low requirements to appeal to a wider range of users so keep that in mind. Personally speaking I wouldn't take the chance with a game that I barely meet the listed minimum for.
