Report a translation problem
I suspect originally they planned to have you advance through the tower level for level with 3 trials on each and then a gate to advance. Which makes sense if you look how big the tower is from the outside.
At some point they changed that to all trials just being available from the tablet in the entry hall. And made the gates inaccessible.
Its the same with all those places on the map with just 1 item to collect and nothing else.
Unfinished locations but they wanted to use the existing assets at least.
Only other lines of note were "We're really exicted to start a new project, and prove to everyone this wasn't just beginners luck!"
While it sounded like previously no new game was planned, that looks to have changed, but it'll be a long while!
There is also a few unobtainable weapons in the data table, along with 3 journal logs, and about 60+ pictos. You can technically add these into your game with a save editor but I'm sure they're not fully developed/broken so I have not done that.
On the topic of un-used assets yep, theres a few in the data table, one of them is fairly massive and is already "in" the game, in the southeast area of the map is a huge tower, it has everything every other player area has before you enter it, missing only an "actual" portal for players to enter it.
Back @ OP you're correct in thinking that, Clea even mentions after clearing all of that to talk to her for more in regards to that gate but then nothing. So definitely cut content or future patch, or at worst, what Ogami mentioned, they changed the tower but forgot to remove that line from Clea.
Based on that „Clair Obscur”/High Contrast/light and dark side.
Also top level acting. They made it painful for me to play other story driven games now.
No descriptions, confirmed broken when actually trying to use them, but I do have the names. Not online anywhere since this was just pulled from tables directly.
Some of these are clear place holders and others clearly to be left alone as similar or better are in the game already, but not all match that ^ Some do sound neat

One of the weapons I have "not" actually tried is Nibalum. This one actually is listed on fandom, but not on fextra. No other info, I may edit it in and see if it does anything.
Another weapon is Gelerim, this one is not listed on either site.
(Edit: equiped them, no bonus's attached to either, crap attack, design looks like the starter weapons, def placeholders)
Also, those extra pictos sound interesting, could those already be in use by enemies? Maybe they designed enemies using the same systems as the players, and they just added pictos on them for these abilities players cannot use through the game, like freezing.
