Some combination of those makes it actually pretty easy to start with 9 (considering you have a base of 3 plus 1 from turn starting, you only need another +5 total).
Monoco can add extra depending of weapon and what’s on his wheel.
I have also seen it happen occasionally where instead of starting battles with 4 or 5 AP, it would double and I'd start with 8 or 9 AP. I don't think I noticed it until maybe the Sirene area.
I can only assume there's a bug that triggers infrequently, maybe something to do with First Strike? It starts you first and gives you first turn and somehow gives you 2 starts worth of AP.
Honestly, I have absolutely no idea why it did it.
I also don't recall it ever stopping happening, it's just I eventually got the lumina to start with 9AP all the time.
Also tested it works with Stalum which causes a self burn on Maelle, effectively +2 AP each turn.
