Here you´re still able to use your dodge with a much more forgiving window. Otherwise just turn the difficuly down and play with healing etc... Changing all delayed attacks won´t happen, it´s just wasted time and efford to implement such a feature.
"Messing with your natural parry timing" IS the challenge in this game.
there is an audible sound for every attack in the game to tell you when to dodge/parry

I doubt it ever was the intention. But that is up to game authors to deny or confirm.
After progressing a bit I learned to take this lag into account. However Chromatic Troubadour was first time I said "screw it, waste of life" when I could not repeatedly parry his weird sluggish-speedy swings. Do not like this aspect of the game. At all. I agree with comment above saying "almost all enemies have those weird delays that only serve to annoy".
start with dodges and one you get mostly "perfect dodges" you can move to parries without issue
