Try it in an encounter with multiple enemies, then hit an enemy with existing burning stacks and see if it gets applied to all enemies
How exactly it works isn't something I'm sure of. As suggested in the reply above, experimentation should answer this if you don't want to wait for someone who knows to reply.
Try basic attacking an enemy without burn stacks while another enemy does have burn stacks and see what happens.
Do the opposite and basic attack an enemy with burn stacks where other enemies have no burn stacks and see what happens.
My guess is that one of the two cases, it might spread stacks.
Basically hitting a target that has burn stacks on it with that weapons base attack will apply the same amount of burn stacks to all other enemies on the field.
At least this is how it should work.
I never used it, so I cant tell if it actually does it.
It wouldn't be the only bugged weapon perk.
