Can't remember if you can miss diving, it's possible, but either way you're clearly not anywhere near the end
you unlock flying in act 3, if you arent in act 3 you are not in the 'endgame'
if some merchants say its for an expeditioner you dont own it might be one that you, best i can do without spoiling 'no longer have' ?
Diving can be missed, since it has something to do with being at the camp and "triggering" something (Best way to say it without spoilers xD).
You can miss diving. You get it from a sidequest in the endgame. OP, all you have to do here it to talk to Esquie at every chance you get.
