in this yt video he did what i did but he got the achievement and i did not so iam thinking that achievement is broken
Most YouTubers were playing the earlier version of the game where the keys had to fall into the gutter until someone noticed that it makes no sense to lose the keys and later be able to inspect what is no more. The keys also looked different at a time.
Now you have to cover the hole and save them so that they don't fall into the gutter if you want that achievement. Just as you would expect and as it should logically be.
And yes, the achievements are still broken for some. Some achievements do not appear immediately but only after closing and restarting the game, or they show up a few scenes later, or one cannot record some objects needed for memoires, etc.
