Laggy Part of The Game?

So i thought the problem was my PC but after replaying the first tape I realized there's a section in tape 1 that is just like that. It must be a bug of sorts and I hope they're able to patch it up before tape 2 drops. So for anyone experiencing lag around "Tape 1 - Bloom..." it is not your device but the game. Don't worry though because after the scene it does improve.
