It doesn't even show it in my list of games that are excluded from steam family sharing and on steamdb it doesn't say that it is excluded (https://steamdb.info/app/1902690/info/ doesn't have exfgls (Exclude from family sharing) to yes in info).
It might just be a bug so I contacted steam support.
Hi, I'm his brother. We received a reply from Steam Support telling us to do basic troubleshooting stuff for Family Sharing (even though we stated that resetting the sharing changed nothing).
They also told us that a specific game might be excluded from family sharing for these reasons:
The game is free to play
The content is a free to play game's DLC
Free DLC is not able to be shared
The game is region restricted
The game requires an additional third-party CD Key and/or account
The DLC you are attempting to borrow is for a free to play game or for a game that you already own
The lending user is VAC banned in that game

Developer decision
Weirdly enough, they haven't considered the fact that I was able to play it before. Also, it doesn't seem to be in the list of excluded games.
It might get some time to get another reply. I hope they read our message and look at my screenshots before copy pasting things though.

I contacted Koei Tecmo Support yeterday, but I heard their support is so bad that they'll probably never read my ticket.
However, I asked them to display Fate/Samurai Remnant as "Excluded from Family Sharing" because it is absent from the list of excluded games when it is clearly excluded now.
