Someone should sticky this.
You do what you can. XD
Btw. I forgot to mention that:
The patcher actually doesn't remove all the film grain effects.
Some of them in video sequences obviously can't be removed without re-rendering the video, which, of course, is impossible for us to do.
PC port ♥♥♥♥♥♥♥ sucks.
Yeah I noticed that myself.
Sometimes the controls don't respond how they should.
But that issue goes too deep into the engine.
Replacing a texture is one thing, rewriting scripts and parts of the engine is, as far as I know, not possible.
I uploaded the patcher to my dropbox.
I hope that helps.

EDIT: I updated the first post too.
You are awesome!
And maybe someday we will be seeing a 60 fps patch d:
It shouldn't do any harm.
If the game for whatever reason doesn't work anymore you can always just let steam repair it.
But of course me saying this probably won't make you feel any safer.
If you're afraid of viruses and stuff you can check the files with virustotal.
I don't have a PS3 Gamepad.
So first thing to worry about is probably to make that be recognized by the game.
If the gamepad itself is working the rest shouldn't be so hard.
Launch the patcher ( doesn't matter where the exe file is ) and when starting a patch process browse for the file GLOBAL.PAK.
The GLOBAL.PAK is usually in steamapps\common\Silent Hill Homecoming\Engine\pak\pc.
