and also here is what I did to make it works:
Go the folder where the game are installed (steam>steamapps>common>Silent Hill Homecoming>Bin) right click on file "SilentHill" and chose "properties" and then click to "Compatibility mode". Then place a check mark the box in the box in front of “Run this program in compatibility mode for" and chose "Windows XP (Service Pack 3)" and place a check mark on "Disable desktop composition" and "Run as an Administrator" and click on Apply and then Ok and run the game (SilentHill) from this folder (not from steam)
This wotks for me but still I'm asking about how to fix the graphics and "lags" in the game. I can play but.. it's so hard with this lags xD

I mean, you don't even have the game on Steam. :p
Integrated: Intel(R) HD Graphics 4600 (runs flawlessly)
Dedicated: GTX 970M (runs like ass)
