Report a translation problem
The resolution issue you describe sounds like a scaling issue. To fix it change the DPI setting for the game. You can do this by right-clicking on the game in your Library, choose Browse Local Files. Then open the bin folder and right-click on SilentHill.exe and go to Properties(click 'show more options first, since you're on Win 11) then switch to the compatibility tab. From there you can change the high DPI setting. Set it to Override 'Application'.
I don't remember having any shader errors so I can't help with you there, sorry. :/
That DPI setting was already on override application. Could that be the reason it won't allow resolution changes? Thanks for your help.
Go to game files where it's located on your PC. Look in the Bin folder and click on the .exe(it has the icon). And start the game that way. You will have to start the game from the .exe from the Bin folder every time you play it. Don't use the Steam play button or the desktop icon.
Afterwards go to the settings and select desire resolution. I would just use 1920x1080p and you should be fine. And you should be able to play it.

I don't know why you can't change your res, I have mine set to 4k. I may have done it through the config file though - it was quite a while ago that set everything up and I haven't played in months.
To set your desired res manually from the config; go to the game install folder, open the Engine folder and then open the var_pc.cfg file and set the ScreenResHeight and ScreenResWidth values. You can also set FullScreen, fpsLimit, and ScreenRefresh values from here, if you need to.
I got that when trying to use the patch. Turns out it put a Silent Hill Homecoming folder into my Silent Hill Homecoming folder. I Ctrl+X the one the patch created, backed out to Steamapps>Common, Ctrl+V, and hit overwrite when prompted. Game started up fine after that. Seems the patch is touchy when trying to pick your games folder for installation.

I ended up jumping ship and just switched to playing the ps3 version via rpcs3. Even with the patch and after getting used to the horrible right stick sensitivity, there are still waaay to many random crashes on the PC version once you get further into the game; It can crash when opening doors, saving, dying(lol), or just walking around. Seemingly any time, any where it can happen. Its just not worth it - especially when you're playing through blind for the first time. It really kills your motivation after a while.
