vars_pc.cfg is missing

The file is missing and the game woant even go beyond a blackscreen. Can someone tell me how the get the file?

If this file is missing the game engine is using its default values (30fps/800x600 resolution/512 width textures/low quality shaders) that will form the file after proper exit or resource unloading between levels.

The Problem is that I cant even start the game, because it crashes with a black screen. A few month ago on my old Pc I had no problems whatsoever to start the game. Is there any hope left?
