No. You REALLY don't.
According to my personal Steam, I've played the PC-port for 238 hours combined. I've enjoyed every moment of if, and there's been no god mode or anything even close to it.
So, yeah... You're wrong about this. Sorry.

I don't know if it works, never tested.
1. Homecoming doesn't have a developers console that's available through keystrokes. So there's no way of entering any code like that. The only code that you can enter into the game is the Konami Code, which you enter while on the main menu, and it consists of directional buttons and a few action-assigned keys. This code unlocks an alternative costume.
2. Those commands right there are for Valve Developers Console. They're recognizable due to the sv_. Sv - Serverside. Here's a Valve link for you on that bit: https://developer.valvesoftware.com/wiki/Developer_Console
3. This is a "Silent Hill" game. Wouldn't be much of a survival/horror game if you could activate God-mode, would it? But anyway, I'm pretty sure my previous points were convincing enough already, so I don't think I need to type anything else.
So, maybe we can try second best? Do you have a specific problem when playing the game? I'd be willing to help you out, maybe even show you some tricks? I won't know how to help you before I know exactly what you're struggling with, if anything specific at this point.
Controllers are definitely something I can help you with. Key bindings? I can even write a controller config file for you with key binding custom made to suit your preference.
