Have you tried if it happens with your melee weapons as well?
Have you attempted to leave the area to see if the problem persist?
As for having had the same problem; I've had what I've titled "Invincible boss glitch". This COULD be the same mechanism occurring.
Reloading the game always worked for me. Have you tried reloading the game to a point before entering the area, assuming you have a savegame available?
Guns don't make any damage.
An i'm at the same location....
Tried loading a earlier save, guns work as they should.
And just when i reach the generators, they stop working again...
Did you find a fix ?
I can't find any other reports about this problem...
1. Start a new game, and then quit after the (unnecessarily unskippable) intro cut scene.
2. Changed my resolution to 1920 x 1080 and graphics quality to high. The game is by default at a lower resolution and quality setting even if you have a beef PC.
When I reloaded my saves in the Attic gun damage was suddenly working again. I'm not sure what did the trick, but I'm guessing that in starting a new game it will reinitialize certain values that are inexplicably linked to gun damage. Who knows, this game was clearly not made with any kind of care, and the port was probably handled with even less care.
And for the record, the only reason I am playing this game and will end up finishing it is for completion's sake, it is the last Silent Hill game I haven't beaten. Normally I am not this much of a sucker to buy a game this bad, and PS3/360 emulation is generally not reliable. Konami does not deserve any money for this game, let alone $40. I might have to sail the high seas for a few future Konami releases so I can get my money back.
THIS IS THE SOLUTION (on the PC version, at least). I encourage anyone who reads this to try it out (regardless of the platform). And BTW: the changes in video settings were not necessary to me. I just: started a new game, waited until the intro cinematic finished and you start playing (trying to escape from the gurney at the hospital during the "nightmare" level), exactly as described by the user "blackdragon" in the previous comment. Then, I quit the game and return to the main menu, load my savegame at the Toluca Lake's generator (or any later area) and things are back to normal: I can hurt enemies with guns. Wanna know a little secret, so you can tell this worked?
Enemies bleed again. I noticed that, at the generator location (and later areas), enemies stopped bleeding as well as Alex whenever they are attacked. But once I followed this guide, blood when someone or something is attacked got back to normal. Hope this is useful for any reader out there!
