its the timing that's tight. I am pretty sure its cause there's a slight delay before I can move after ripping out the eye from the painted woman.
I will prob keep trying here and there. but damn it's really tight for me idk.. can't be the only one struggling lol.
Just play with a controller. Easier to play. No need to get salty abt a game.

i totally understand OP's problem here. additionally to the though timing, this scene is annoying as the savepoint is quite far back so you need to replay all the dialogue with the girl in the painting before retrying the chase...
