I think he meant that the workshop worker seems to think that the one axe he is supposed to have in storage, is used by somone, rather than knowing it is now in storage in the warehouse, so he may keep making 50 of them, and nothing else.
1) The workshop keeps making items, even when you set a bill for one of each. Because the warehouse NPC goes and gets the item from the workshop.
2) NPC is having a hard time getting items from the warehouse, like they can't access some of the containers, like the arrow container, plus arrows are also getting stacked in the toolrack.
3) The warehouse NPC empty workstation input containers like the Bloomery, coal and iron storage.
