It just takes a hammer to repair all buildings. If it is saying you are missing supplies, you don't have one or more items it needs to repair. Try moving your mouse around to see if they show up or reload the game.
Press Tab and on the right side are a list of all your buildings, check the box called pin on up to 5 buildings, the ones with the checkbox are damaged and need repairing, (you can also pin them by running up to a damaged building, targeting the trash pile and clicking q. Any building pinned will be the "next in queue" for builders to gather supplies (listed on your screen on the left should you wish to speed things up and get stuff aswell) and then repair these buildings.
Hammer, and whatever resources needed to repair.
It also should be stated that a recently damaged building could need say 1 rope to repair, whilst the same building left without repairs slowly accumulates how much resources are needed to repair it. Left too long and you could be replacing the building instead of repairing it.
No dude. That's dumbing the game down for elementary schoolers.
If you just happen to have lots of bad weather sequentially, then you will have to do a lot of rebuilding. Unfortunate, but that's what comes on the road to prosperity.
