Max Skill Limit for Barracks and Archery?
I just noticed the skills don't go up past 25 for melee and 33 for ranged. My hunter does have 45 ranged, so I'm guessing these limits are intentional, or do I have to do something else (ie better gear)?

Upgrade to improved barracks and improved archery then they will level more

It is 25 for both barracks and archery - your archer probably has a 8 point bonus for perks they have.
Improved will allow them to go up to 100 and with perk bonus over that.
