I had a kennel worker that insist to feed fish (I had very little vs. loads of meat) so when I took the fish from her pocket 3 times she went for BBQ meat.. doh.. I have 2 full raw meat basket with meat next to kennel,, no no she didn't want to give them meat. I had to kick her butt and let her become builder.

Pups are raised in the kennel and require a villager to feed and take care of them yes.
Adult dogs are allowed to freeroam around the village. They eat villager's cooked food or raw meat. They can even steal meat hunks off the rack. Two or more dogs might even engage in a tug of war match with a meat hunk as the rope. They will even drink from wells or rain catchers.
During the day they randomly follow villagers or the player around. They might play fight with other dogs or take naps in the shade. Some will just sit around watching all the silly humans run around.
During the night dogs will sleep near villagers or on empty beds. Another idea is for the player to build a new structure. A dog house! Kennels are meant to raise pups. A dog house is for them to sleep in at night or during the day for those lazy doggos.
Dogs should also fertilize fields or maybe mark territory. Territory marked by dogs won't be approached by those ♥♥♥♥♥♥♥♥ bunnies! Dogs should also actively hunt them and drag their lifeless corpse back to down.
Dogs also get armor. Leather armor and collars. Later on they get leather reinforced armor with bands of iron or spikes on their armor/collar.
Not sure how the current dog system works for parties, but in my idea they can be assigned to players or warbands/parties.
It's a great post you made, still my kennel worker refuse to feed them meat, even I have two full raw basket with meat, only feed them raw fish (and I don't have too much of that), or BBQ meat. Dog who follow night hunter die of starvation as it fall a sleep far off from village, no time to run back, just die on the way.
Sounds like you're extra buggy there. If you're dogs are for example guarding your Kennel and they're still not eating from it's storage, they're definitely bugged. Probably worth making sure you're Steam config for the game is using the latest version and Verify Files just to make sure all is good.
Maybe it's me typing wrong somehow.. but I didn't say they don't eat guarding the kennel.
It's the dog that follow the night hunter out in the wild that fall a sleep out there and don't follow night hunter back to village. So when it wake up because of extreme hunger it's too far away from village and die of starvation.
All my dog eat from kennel when it's food, it was the kennel worker that didn't feed them Meat that I have load of 2 x Raw food basket full next to kennel, instead she insist to feed them fish which I have very little of. When I took off the fish from her bag 3 times, when went for BBQ meat. But no she didn't wanna feed them Raw Meat.. odd
The fish thing is weird. NPC's seem to fixate on a specific storage. Like the first one of a type you place. You may have been able to fix that by changing your raw food or meat storage container that the Kennel Worker is going to in order to not hold fish but hold raw meat instead. Then set a different Raw Food container to hold fish.
I fixed it by putting a sled at each kennel and fill them up with meat and only kennel worker have access to the sled, so I just have to fill up now and then.
