In order for the warehouse to function, the warehouse itself must have workers. Those warehouse workers will then collect resources to fill storage bins. (In your example, coal).
If you also put in a firewood storage in the warehouse, the warehouse worker will also collect firewood.
Then, workers from craft buildings that demand coal will go to the warehouse to collect coal. Locations that demand firewood (the charcoal burner) will also go to the warehouse to collect firewood.
The stockpiler workers tend to take materials directly from crafting station inventories and keep them in their own inventory for extended periods or sometimes don't even deliver goods at all.
