You cannot get villagers to use sleds. Only market workers use sleds.

An alternative to relying on villagers for defense is to have spare barracks. When attacked, you can quickly assign three people to a barrack. The patrol waypoints can also be preset, perhaps.
What I also do is give each person one weapon and one shield when they are asleep, just in case something goes wrong. At least this gives them a bit of staying power, or they can be recruited in a pinch in a barrack.
It is said that the developers are considering having players team up with fellow NPCs.
