Carpenter is kinda bugged actually - he brake the knife after 5 or 6 usages :/ , or may be he just throw away the tool , which is only 85% now, and Sir accept only to work with tools at least 90% good...
Anyway thats another huge issue of pawns wasting tools and resources.
My recommendation - set birch priority to high.
Crude iron axe or better. You'd need to get a coal maker, bloomery and metal worker (workshop add on) going to make a crude iron axe.
You don't need hardwood for the crude iron axe or the draw knife, just about every other metal tool/weapon requires hardwood.
