Workers not gathering tools from workshop tool rack

I dont want to manually hand workers their tools when they break theirs. But it seems like every 20 or so minutes my workers will have no tool specific to their job in their inventory while the tool rack is fully stocked

Try putting a tool rack in a warehouse and see if they grab them, if not then it may be bugged for you, but yes they should be grabbing it from either warehouse or workshop.

This happens a lot, from what I've seen, especially with the Hoe.
