That would be Lego World but the game was abandoned.
Currently there is no dedicated free build mode. But its on the list for possible future improvements. ;)
But on most of the current build-spots you can activate the sandbox mode after beating the puzzle once and build any solution you want with the bricks you've already unlocked in the sandbox. (within the Bounds of the given spot of course)

'LittleBigPlanet but LEGO' is going to be huge as soon as someone makes it.
yeah - currently it's a brick by brick building system where you have to move each brick individually. For a possible future free-build-mode we'd have to think of a solution to this - maybe some sort of composition system where you can build small structures and reuse them in a bigger context as "one build-Element" - dunno. just Brainstorming :)
