More rushes, more upgrades!
I also am thinking that these accounts are cheating. Because for this last Portal event I was right there when it started and people were near 200 within 30 minutes. It seems impossible under normal means for this to happen legitimately.
Edit: That being said, idk how high you'd get if you paid for all the portal event items.
Cheating is possible, but highly doubtful imo.
Personally, I just do my thing and stick to a mostly free-to-play route, with bare minimum spending. As far as who gets ahead and who doesn't, I couldn't care less anymore. The answer though, are the ones either paying the most money or playing the game the most.
Games like these are just a casual daily time waster for me. I'll get strong characters when I get strong characters; if I don't get strong characters, then I just, don't.
