That's going to be fairly normal now as you continue through the Story Missions. Right now you should be stockpiling all of your resources and not spending anything. Right now, you're waiting for a Legendary Event to happen that has the girls that you want. For example, Succubus-es, Mermaids, etc. And dumping all of your gems into the event to rank up those specific girls you want. Getting that specific Event to come along will take months and months. So, don't be looking for quick results. When the event does come along though, depending on how long you had to wait / when you started saving all of your resources, you can have anywhere between a couple thousand gems saved up, to 30k+ saved up. Not by spending any money btw. Just doing your dailies everyday.
I'm in the same boat as you. I am not progressing my current Story Mission until I get my Legendary Event. It's gonna be awhile.
You want to spend your resources at the most efficient times, but you ALSO want to level up your income streams as soon as possible to increase the rate at which you collect resources. For example, increasing your arena rank, completing more levels per challenge, and upgrading your idle income from story mode. Spending gems earlier can be very much worth it if it levels up your income streams.
I think it took me around 3 months to reach the point where I was reliably earning >9k gems per month.
(Of course, this also depends on how much you play. I log in several times per day to collect everything. Many people are probably not in a position to do that.)
And I've gone back and forth between being limited by rank and being limited by level. Silver is sometimes more important than gems.
If you're talking about waiting a few weeks for the next legendary event, then sure, it's quite possible it's worth waiting for that.
If you're talking about waiting 3-6 months for your favorite legendary to roll around, that seems hard to justify unless you're full-clearing every challenge.
