Can you not save everyone?
In the beginning of the game, I got Clair and Paul. When I went to the third guy, he is dead and I got a comment that I was too late. Is it possible to save him?

No, the last one will always be dead when you reach its location.

restart game to get the achievment, it's pretty fast
