Talk to Shelby, buy shells and everything else he offers every day till you think you have too much. Even so one never feels like they have enough shells (till one doesn't need them any more). It is somewhat easier to get the ingredients for the higher level boost potion. Check Peri in Ravenwood Hollow the same way.
And now I begin to ramble ... take it with a grain of salt ...
With the entire farm available average daily weed spawn is somewhat more than 4 per day. Thus producing 2 soil per day is sustainable. Once the Vegetable Patch is in place this rate drops slightly. Putting in the Hay Field seriously drops the rate at which weeds spawn.
Although I've used magic to increase soil production it's not a way I like to use magic. My solution was to go for a very long first Spring. My last play through the first Spring lasted 91 days, mostly because I thought I'd try putting up the Hay Field before the Vegetable Patch (so I wouldn't be feeding my cows and sheep by hand every day) and I wanted both done before turning the Season. Doing so dropped weed spawn so low that some days I didn't have enough to make even one soil which really slowed getting the Vegetable patch done. Almost all of the boost potions I made (for that play through) were used for silk production, 24 were used to boost Dragon Blood (there are 8 trees one can tap for Dragon Blood), the remainder were used for soil production so I could finish the Vegetable Patch.
I kept a lot of statistics during my last play through and found myself slapping my forehead repeatedly for not tracking weed spawn in the three zones they are found in. I suspect the spawn rate increases slightly (eventually), as the Vegetable Patch and Hay Field take up the spawning area, but it doesn't happen in the first Spring.
