Why does the game only use 20% of my cpu ?

So I bought this game on launch and I played it back then with medium graphics and fsr upscalling and it ran totally fine, fast forward to present day I resumed my new game plus playtrough and the game runs worse I can barely get above 25 fps
I found out that my gpu is at 99%, which I believe is normal but cpu is at 20% is that the reason why it runs so poorly ? and if so how do I fix it

Also a quick side note, my pc specs are:
AMD ryzen 7 3800x
GTX 1660 super
32GB ddr4 ram
( back when I first played the game I had an rx580 and it ran fine on that)

I dont know if any of you can help but I would appreciate it if you could

only game i have that uses 40% of my cpu is cyberpunk on ultra with ultra ray tracing

Looks normal to me for the cpu usage. That GPU is quite weak paired with the cpu, but is quite a bit more powerful than the rx 580 so unsure.

Remember the percentage you see for CPU usage is only the cores the game is using. As you are using an 8 core processor it seems normal.

As long as the GPU is getting to 97-100% then there shouldn't be an issue with the CPU.

I would be looking at the GPU, upgrading if possible, but if not possible then looking at the temps on the card, hot spot temps, as a start.

Also what resolution are you playing at? I would guess 1080p given the card, but always good to check.
