Once you get more than 8 weapons and have more than one "ring", the second "ring" won't have any hotkeys. There are 4 extra "shortcut" keys that you can also use, though. They're bound to the arrow keys by default, but you can change them to F1-F4 or something else if you'd prefer.
To use the "shortcut" keys, hold middle-click (by default) to open the Quick Select menu, move the mouse to a weapon, and press a "shortcut" key to assign that weapon to that shortcut. Then you can press that key to use that weapon without using the Quick Select. This gives you up to 12 assignable weapon keys total (as long as "Settings" > "Mouse & Keyboard" > "Shortcut [1/2/3/4]" is set to "Weapon Quick Select").
