In-game, make sure that "Settings" > "Controller" > "DualSense™ Wireless Controller" > "Adaptive Triggers" is set to either "Experiential" or "Functional", not "None" - despite the name, this also affects non-DualSense gamepads.
As for disabling Steam Input... Recently, Steam made it so that Steam Input is disabled for PlayStation gamepads by default, in games with native PlayStation gamepad support. I.e. "Default" and "Disabled" should do the same in this game. Maybe try setting it to "Enabled" instead?
If you're using something like DS4Windows, try disabling it. If you have an extra DualShock 4 (or other) gamepad, try using it instead.
Otherwise, my best suggestion is to open the in-game menu, find "Settings" > "Controller" > "DualSense™ Wireless Controller" > "Adaptive Triggers", and try setting it to "None". This will make it so that instead of a "half-pull" shooting once with the Enforcer and a "full-pull" shooting twice, "any pull" shoots either once or twice depending on how long you hold it - which is better than nothing if you're unable to "full-pull" for some reason.
when its functional some things that requires full press work(shatter bomb and negatron collider) but some still dont work(the enforcer) and when its experimental only half press works. that's weird but thanks for trying to help
