Looking closely at various game-plays of Ratchet & Clank: Rift Apart, you can see the game stuttering slightly occasionally when crossing between maps or worlds.
Running Black Desert Online with a fast character or using one of the fastest horses in the game will cause stuttering and bad texture quality and even cause the ground to disappear due to the same reason. I was one of those people with most of my games installed on a 7200 RPM HDD facing some of those issues.
Need for Speed (2015) will have a similar issue with an HDD.
Maybe the upgraded experience will later encourage you buy a proper 1TB to 4TB SSD.

I don't know what weird black market you're making your purchases at, but you can't get a 7000mbps 2tb drive for 100 bucks.
