It's safe to assume R&C will release globally at the stated time.
And I could swear I've seen indie games release at the most random times, but I don't know if that's just mandela effect or it actually happened and I was never too interested to find out... But yeah as far as I remember, every "major" release happened as described.
Regarding the release time, it is completely up to a developer. Once the title is approved for release by steam, they have to push a button to release the game. At least that is what the Steamworks documentation says about it.
