Terrible Performance low FPS

Hello, my setup

CPU: i7-10700F
RAM: 4x8GB(32 GB) DDR4-3200Mhz
GPU: RTX 3070
SSD: M.2 SSD 980 SAMSUNG 500 GB

Even if i run on minimum settings and resolution of 1920x1080.
Game has such bad FPS, between 10-35.

I've checked my drivers (all up to date), installed them for CPU and GPU new.
Temperatures are fine.

The recommended requirements for stable 60 FPS and 1920x1080 do i have definitely.

I can't even start to play the parade sequence.

Is it just me or is this game terrible if it comes to performance?

the game go between 30 and 10 fps

with dlss and minimum setting and no ray tracing..

Have it on another platform. The game runs like a charm at 4K with ray-tracing on and every setting on max. I have an RTX4080Super 16GB though.

should not pay $60 and have to do all this just to run a game

I got a 7700 and no matter what settings I toggle this game runs terribly. it's bad optimization for the PC because I can run other games up to the max at 1920x1200 and never hardly see a stutter except maybe once an hour.
