Your CPU recommends DDR4 2666mhz RAM. If your RAM isn't running at that speed, your CPU will easily get bottle-necked. But that aside, 2666mhz is fairly slow in comparison to whats in a PS5. The PS5's ability to move bandwidth is quite a bit faster then your computers specs. Also because DirectX12 has on the fly asset streaming, the performance of this game will be heavily dependent on how fast data can be taken off your SSD, requested through your CPU, and loaded into your GPU. And your RAM speeds are required to match the optimal specs for your CPU, in-order for your CPU to react in a efficient manner.
In other words, your setup doesn't have a fast enough way to handle the assets that's are being streamed in on the fly via DirectX12.
As your hardware in this particular case is less then a PS5. The only way to redeem a bit of performance, is to ensure the response timing of your hardware is as fluent as possible. In this case your RAM is the first stop, and ensuring that it is clocked correctly can improve performance. If not, then you just gotta upgrade your computer in general.
PS: with all the above considered, it's also worth mentioning, the PS5's base CPU speed is 3.5Ghz. Your's being at 3.0Ghz already sets it back a fair bit, in it's ability to get the assets to your GPU fast enough. Your CPU can boost to 4.7GHz I believe(?) but that's only for split seconds, and can't be done for a prolonged situation, like playing a game. Considering this game is a Port, I'd use a PS5 as the baseline requirement to play this game. That or if the game has DirectX11, try switching to that. In theory it would increase your framerate, but at the same time Ratchet and Clank was made with Global illumination in mind, not Rasterisation, so disabling DirectX12, and not playing with raytracing in general, would in-deed put any system into a situation where bugs, and performance problems are much more likely.

my RAM matches that
This game needs high GPU troughput, so make sure it is running at pcie 3.0 x16, you can use GPU-Z for that.
Could be as easy as moving it to the upper PCIE slot.
Your GPU is technically middle-low.
This game needs like a 3080 to run perfect at 1080p and 4090 at 4k.
