Try using shadowplay. Havent had any issues with OBS but maybe, if you have an Nvidia GPU, try using its recording feature.

No, use an ATI card.
Do you have anything set in OBS? Game capture or screen capture?

If you are using an ATI card and trying to run this and record... How? ATI cards can't run anything. If you are refering to the current AMD cards. Question is, are you using Game Capture in OBS or Window Capture? Is OBS up to date? Graphic wise, I would knock it down from what the game/GPU has the game set to, but a notch or two.

So in the ATI program itself I can record that works too. But I don't think it's that great there. Since I record all games with OBS.

The driver for the card is currently yes. Same in OBS.

Already tried via game recording then full screen application or even the game selected. Window recording already tried does not work.

Which is odd, never had problems with anything like this. Only now at the game and dead island 2 is exactly the same problem.

for recording, haven't try it yet

for streaming, I had no issue with OBS ( using game capture source and capture specific window , fullscreen in-game )

ryzen 5 3600X, radeon RX 3700 XT , 32 GB DDR4, win 11

Am using game capture just fine on my end, OBS 29.1.3, newest nvidia drivers

I streamed the game with OBS 27.2.4(websocket on the newer versions doesn't play well with some of my plugins) with a 3060ti gpu and, aside from a couple areas, was rather smooth.
I just use game capture->capture specific window->select the game from the drop down list. Make sure the game isn't in exclusive fullscreen or windowed. If it's windowed, you'll need to use to use window capture.

Granted, I've no experience with AMD cards since they're not good for content creation. I'd have one, otherwise, if I weren't streaming since they're fantastic if gaming is all you care about.
