You've heard about "vram", but you don't understand how it works and how software works. Throwing slogans out there and pretending everything's fine is not a solution. There is no reason why the game wouldn't shuffle textures around and raise the resolution. The only reason why it doesn't is poor coding.
Zero issues on my 4090.
0 issues for me also and had none in spiderman too. Its probably something else in your system cpu or slow ram speed
Why, because you said so? There aren't any texture issues.
Just an example..

Never happened on my end. Don't know what else to tell you.
DF reported on it.
Nick930 reported on it.
Tons of other people reported on it.
It's literally one of the first things in the "unofficial known issues" thread.
The statements of DF are not a law. Alex always uses an intel CPU (12900k) and an nVIDIA GPU (4090).
Errors that occur in this combination do not have to apply to AMD+nVIDIA combinations. and vice versa.
I also had the problem that the included DLSS caused enormous jitter after a while. An exchange with the new DLSS DLL 3.1.30 eliminates the problem (for me)
so the statement "DF said that" is a little vague
btw. I ONCE had the case that the highres texture wasn't loaded properly, after I switched off nVIDIA reflex, it never happened again.
Having to switch off things like nVidia reflex shouldn't be necessary either.
If the game has issues even on such obvious pcconfigutarion as 12900 and 4090 shows how poor beta-testing was performed. I would hardly call that combination "obscure". Yes, there are some weird PCs out there, but if the game was not tested on 4090, I guess all tests were performed in a form of thought experiments.
