I don't know the mechanics behind it, Apparently the game has a problem where it tries to fill VRAM endlessly, texture streaming gets stuck or something. Lowering the texture quality to high(cuz apparently due to this bug 8 gigs or even 12 gigs aren't enough for max texture quality despite the recommended system reqs) will fix it. That 100% GPU usage seems to be GPU doing constant texture streaming which will also tank the frame rates. So when you lower tq, the problem will become less severe, GPU will start using it's resources to actually draw frames and temps & power consumption get normalized as a result. I tried and it worked for me.
Wattage will vary depending on how demanding the game is.
70c sounds about right. I see nothing abnormal about these numbers.

Less demanding games draw more power than this port - how the **** is that possible if not due to a crappy port? Sorry for being blunt it's just so ♥♥♥♥♥♥♥ frustrating, nothing personal of course.
Wattage WILL vary depending on how demanding the game is, but what the game is doing will vary the wattage being used. In your example of Diablo 4, there are some somewhat more memory intensive things going on, such as loading players (specifically because when you load a player in D4, you load not just them, but their entire stash and inventory)

Honestly though, as I said in my first comment to you on the other thread, just ditch the damn laptop and you can stop worrying about wattage. I only ever hear laptop users whine about that. Learn how your hardware works or just get a console.
