Very bad performance. Low GPU and CPU usage?

I have a 3060 TI, 5800X, 24GB 3200Mhz Ram, NVME SSD and my game runs horribly, at around 45 unstable fps, 30 fps in demanding zones. A lot of crashes and right now I'm hardstuck in a fighting zone where my game crashes every time and I can not continue.

I've tried several different settings but nothing seems to make a big difference. According to the requirements, I should be running the game at 1440p60fps stable, nothing more away to reality.

I've took a look to GPU and CPU usage and they are pretty low, I guess this is a bug? I run demanding games at high usage but with this game I have close to Idle temperatures.

I have to wait a patch to continue playing :/

EDIT: I've changed system's energy options to high performance and it has made an important impact on my game. I can play it much better although it still needs some performance patches

Yea they will need to better optimize the game for normal users. Not every one can or want to affrord 1k + gpu.
