Hardly 30 fps on a 2070 Super and i5-13600K
I've turned the graphics all the way to Very Low and barely pushing 45 fps. So guess my GPU is too old now.

no its just this game is horribly optimised and basically eats VRAM

Update your nvidia drivers. I'm getting 60+ high settings with a 1080ti and an i5 8600k. I had the same problem before I updated.

Game is very well optimized.

Running a mix of high, medium and low settings on a 2060 and 8600k 60-74 fps with dips down to 40 depending on the scene and how much is going on.
Mess around with your settings, see what gets you the best result.

and keep in mind your resolution. 4k or 1440p 2560x1440 eat more then 1920x1080.

Which is funny because you have better PC than Ps5 internals

I have a 2070 Super and a 9900k. Staying well above 60fps with graphics preset to High.

This might be the case. I have a RTX 2070 Super, but I updated my drivers first and the game mostly plays flawlessly outside of some area's in the first stage. See:

There doesn't look like there's an update on Geforce, I have version 536.67
