Your performance may actually be fine
So I didnt mess with the game too much yet but initially and as I was tweaking settings, performance really sucked, it was all over the place maxing at 45 fps and going below 30 for seemingly no reason.
So with a random combination of game restarts and PC reboot, I tried again and now I get a solid 60 or real close to it!

I have a 3070 and seems locked at 60fps @1440p with everything very high (no RT) and DLSS.
I tried again with all ray tracing at lowest, DLSS performance and fps barely dips below 60.
I did have to restart the game again though because it ran like ass initially.

It could be that certain setting combinations cause issues but I would say it seems like there is a bit of a bug and it's not poor optimisation or anything like that.
I was rather bummed with performance but now it seems actually quite good even with RT

Definitely not poor optimization. It definitely could be some sort of issues with vram usage. What I also think when you initially start the game, it’s compiling shaders in the background without any sort of indication about it.

thinking the same, i fiddled up with the setting so much, that in the end i was having worse performance

ive tried it out on my laptop just wanted to see how it ran, 3070ti 32gb ram 12700h, the first time it ran like utter ass with all settings to hight, changed the textures to medium and it runs like a dream at 1440p 60+fps with rt reflections on. So i think yet again its a 8GB Vram issue with these modern titles which makes sense really considering this was a ps5 exclusive and that has 16gb of unified ram. Also frame Gen is only for the 4000 series cards.

A PS5 can run the game at native 4k with RT reflections at 45+ FPS, whereas a 3070 (a more powerful GPU than the PS5 has) with those same settings gets like 20 fps. This game is badly optimized. Stop coping.

Coming from someone who's running it on a 3070, you're lying. I get between 40-60, maybe a little more than that on high/ultra settings with RT at high at 1080p. It's not badly optimized

That's exactly my point here
I WAS having that crap performance you mention here with my 3070 and with a few restarts and few tweaks, I now hit 60 fps even WITH Ray tracing and very high preset.
Something was messed up but it'S not optimisation because that doesnt fix itself with a restart of the game

It is a bug I have 80 to 100 fps ultra settings RT maxed out and without doing anything in the game just leaving it sitting there the fps drops to around 50 fps for no reason. I then turn off RT and the frame rate shoots back up. Then I turn on RT and the fps stays at 80 to 100, Then it will drop again after a while for no reason. My specs are 3080ti with 10900k running in 1440p.

How's the CPU usage? Mine is around 10%, GPU is 100%, fps unplayable even with the lowest settings.

can confirm the same

With tinkering I got constant 60fps on a 5700xt but upon closing and relaunching the game I get 60 but with a lot of microstutters. Upon resetting my pc and starting the game I was getting buttery a buttery 60 until closing/reopening again.

I initially thought it might have been to do with changing ssd or turning off the steam overlay but seems to happen with those changes as well

Well, I restarted both the game and the pc again and again, nothing changes. I have a 3070. At 1440P on High setting with no RT and DLSS: ON. I get like 20 - 50 fps.

There appear to be memory leaks or other strange issues when toggling RT related settings. The games runs fine but the more you change the RT settings, the more the performance tanks. Upon relaunching the game, the performance goes back to 60 fps in the same area where before it had tanked to 20 fps by switching the RT settings.
The game needs a patch.

Sometimes I have to go into the menu, change a setting, apply changes, then change it back for performance to normalize
